The Social Mobility Fund (SMF) began as an idea within the Foundation to reimagine how support for families could be delivered in a way that empowers them with agency and choice, rather than prescribing solutions for them. Hyder was brought on board to bring this vision to life, shaping SMF into a practical, evidence-aligned model grounded in beneficiary choice and developmental equity.
Driven by a commitment to design systems that promote equitable access to opportunities, Hyder applies his experience in social innovation, research, and impact design to build solutions that strengthen the factors shaping the social mobility outcomes of children from low-income families in Singapore.
While Singapore has done better than most countries to ensure broad access to essentials like housing, healthcare, and education, children from lower-income households often lack access to the enrichment, nutrition, and supplemental educational support that their more affluent peers receive from birth. These early differences compound over time, shaping confidence, academic readiness, and long-term prospects. Left unaddressed, they may lead to disadvantages that persist through life. SMF is designed to close this disparity.
Through SMF, low-income families receive credits to procure for their young children developmental products and services – ranging from nutritious food and tutoring, to sports or arts programmes – via a curated digital marketplace. Families also receive guidance designed to encourage active parental engagement and informed choices. Together, these features ensure that support is flexible, empowering, and focused on each child’s holistic growth.

“The Social Mobility Fund is about closing the access gap. Every parent deserves the dignity of being able to invest in their child’s future. Every child deserves the same chance to grow, learn and dream, regardless of where they start. The Social Mobility Fund aims to help make both possible.
Through the PIR programme, I’ve been able to bring evidence and empathy together — testing how behavioural insights, technology and community partnership can close the opportunity gap.”
